Program Evaluation of the School Mental Health Support Program (SMHSP)

CPR was contracted by the Colorado Department of Human Services (CDHS), Behavioral Health Administration (BHA) to design and provide a comprehensive evaluation of the School Mental Health Support Program (SMHSP). Established under House Bill 24-1406, SMHSP was a statewide initiative designed to strengthen mental health and wellness for students, particularly in rural and underserved schools in Colorado, by offering training, resources, and hands-on implementation support to help schools build sustainable, trauma-informed mental health systems. While originally planned as a multi-phase statewide program running from 2025 through 2028, due to state funding error, the program ended on June 30, 2026. CPR’s evaluation of the 2025-2026 school year describes program implementation, evaluates program efficacy, identifies opportunities for improvement, and evaluates partnership effectiveness.
