- Session Title: Cost Recovery… At Whose Cost?
- Session Description: As the IV-D program has evolved from its foundation of “welfare cost recovery” to a family-focused program, is that shift reflected in all elements of our service delivery? How is calculating support impacting the diverse populations we serve? Does it set up some obligated parents to incur debt that is unlikely to be paid? Can child support agencies develop guidelines, policies and debt management strategies that are sensitive to diversity, equity, and inclusion? This session will explore the impact of state guidelines and if they meet the needs of the populations being served. It also takes a walk down innovation lane to look at one agency’s two-pronged approach to debt management, and how another agency is setting the stage to create a similar program. This session covers the basics of debt avoidance and debt forgiveness through the lens of diversity, equity, and inclusion.
